Assuming you remove the old carpet first, sure.
You really want to know the shape of the wood under that carpet.
That and moisture caught in the glued carpet would act to ruin the new carpet if you laid it on top.
Mold and such trapped in the old stuff would be really bad.
Pull up all of the old carpet, clean, prepa and paint the new surface and use new snapin carpets.
